Hard-working families, aka the deserving poor or working poor. As opposed to the undeserving poor who, paradoxically, deserve to be poor. Dividing the poor on moral grounds makes them easier to control: the deserving are persuaded to help persecute the undeserving. They fight over crumbs and work themselves into a stupor while the rich (deserving and undeserving merrily joined in gluttony) sit back and wolf the cakes.
